Answer:
The answer is Microsoft© Paint running on a Windows XP platform. The first screenshot is that of a test file generated using Microsoft Pait, while the second is the actual cover page file found within the challenge problem. If you notice, the beginning of each file is the same. Creating *.jpg images with other utilities will produce different data in the data area.
